Passage of Constitutional Memorials require a 2/3 majority vote of the General Conference and a 2/3 aggregate vote of all District Conferences of the North American General Conference of The Wesleyan Church.

Statutory Memorials

Passage of Statutory Memorials require a majority vote of the General Conference.

Before the General Conference convenes, the General Board of The Wesleyan Church reviews all submitted memorials in its role as the Committee on Memorials, assigning each one a recommendation of “Recommended” or “Not Recommended.” When multiple memorials address the same topic, the General Board typically recommends the version it considers strongest or most effective, marking the others “Not Recommended in favor of” the preferred memorial. This means a “Not Recommended” designation does not necessarily signal opposition to the underlying idea — only that another memorial on the same topic was deemed the better vehicle for it. In this collection, for example, several memorials related to Women in Ministry Leadership carry a “Not Recommended” designation, but the General Board’s support for that conversation is reflected in the recommended memorial on that topic.
